The escalation of cyber attacks in Spain has led the Government to approve the preliminary draft of the Law on Cybersecurity Coordination and GovernanceAnnounced on January 14, 2025, this regulation seeks to strengthen digital security with the creation of the National Cybersecurity Center.
Cyberattacks on the rise: Why is this law urgent?
Digital threats have reached alarming levels. In 2024, Spain became the fifth country most affected by ransomware attacks worldwide, with an increase of 23% compared to the previous year.
Furthermore, a December 2024 report revealed that 47% of Spanish companies suffered some type of cyberattack, affecting key sectors such as banking, healthcare and telecommunications.
Recent cases demonstrating digital vulnerability
Cyberattacks are not a theoretical threat. In January 2025, two critical incidents highlighted the fragility of cybersecurity in Spain:
- Attack on Telefónica (January 9, 2025): They stole 2.3GB of internal data, although the company stated that customer information was not compromised.
- Massive leak in the Ministry of Defense (January 16, 2025): Data from 180,000 members of the Armed Forces and the Civil Guard were exposed.
These attacks underline the urgent need to strengthen the computer security in companies and public institutions.

The National Cybersecurity Center: A digital shield for Spain
This new body will have the mission of protect critical infrastructure in strategic sectors such as energy, transportation and health. Their duties will include:
- Risk assessment and threat prevention.
- Coordination of rapid responses to cyberattacks.
- Training of professionals in cybersecurity.
- High demand for cybersecurity experts.
The rise of cyberattacks has skyrocketed the demand for cybersecurity professionals. Europe strengthens the fight against hackers
On 16 January 2025, the European Commission announced the creation of a Pan-European Cybersecurity Centre to protect hospitals and healthcare providers. This is in response to the increase in attacks in the healthcare sector, such as the attack on Hospital Clínic de Barcelona in 2023, which caused the cancellation of surgeries and medical consultations.
Spain joins the global fight against cybercrime
Following the example of United Kingdom and United States, Spain is committed to strengthening the national cyber defense through laws and specialized agencies.
