Changes in the SEPE for 2022, the draft of the Employment Law

Changes are coming to the SEPE that will not only affect the organization, but also companies and private placement agencies and the administrations themselves, since they will be obliged to communicate their vacancies to the future Employment Agency, although they will also be able to continue using other channels to Communicate your job offers. 

What new possibilities does this change open up?

This will serve to carry out a better study and monitoring of employment policies. However, Yolanda Díaz, Minister of Labor and Social Economy, has confirmed that it is "very difficult" to follow up on offers, so with this vacancy communication system, also combined with Artificial Intelligence, more answers will be given. fast in the job search, promotions and promotions. 

To do this, the SEPE must modify its recruitment tools, however, the organization will not close its offices like in other countries. Of course, they must offer new telephone, personalized and in-person customer service options. In addition, new training centers will be created for job training and recruitment. 

The Employment Agency will be the one that searches for the candidates.

A notable difference is that this "new" job portal will not be like the rest of the portals, in which it is the candidates who enter and look for the offer. It must be the SEPE who looks for the candidate and "offers" him the job.

As reported by the SEPE website, a professional person/tutor, with the appropriate qualifications, will provide job seekers with a individualized attention throughout the training and professional itinerary that has been designed to improve your employability.

The State Employment System will have a methodology based on that established by the European Commission to evaluate your processes and the degree of performance of the different public employment services whose portfolio of services will be monitored and controlled to evaluate their real impact on the labor market. The governance of the system is therefore redesigned with an open method of coordination.

The Employment Law includes a new figure: Specific Agreements and Recommendations for the Promotion of Decent Employment that will be formulated by the Sectoral Conference on Employment and Labor Affairs, in addition the so-called Employment Analysis Office is created to promote research, study and advice on matters related to employment policies and the preparation, publication and dissemination of documents regarding employment and occupation that may be useful to the State Employment System. Data analysis through artificial intelligence and the processing of Big Data is integrated into the system in a real way and will also be responsible for developing training activities aimed at public employees.

Finally, indicate that the new Employment Law expands the list of priority attention groups for employment policies in which, in addition to young people, long-term unemployed or those over 45 years of age, among others, it includes people with borderline intellectual capacity, people who suffer from autism spectrum disorders, migrants, beneficiaries of international protection , women victims of gender violence, people who belong to ethnic minorities or workers who come from sectors undergoing restructuring, according to the web portal of the Public Employment Service.
