With a turnover close to one billion euros, the sector seems to be moving towards a scenario with more contracts and more guarantees for everyone. The main factor that can help eliminate barriers to its development is the increase in hiring by the Public Administration. Its importance lies in the volume of business it represents (around 18% of total consumption), and also in the exemplary and driving role that it can play in relation to other energy consumers.
In Spain, according to the recent study of the QualitEE project, these contracts currently represent 25% less than in the client portfolios of other European ESCOs. However, this trend may be about to change. The new Eurostat criterion by which investments in EPC projects (in which the risk is assumed by the ESE) may not be counted as a deficit of public entities, is an excellent incentive for many managers of schools, hospitals, ministries and Other public buildings can promote investments in which the financing does not weigh on the accounting balances.
Likewise, the Law of 9/2017, of November 8, on Public Sector Contracts, can also provide a good boost to energy service contracts, as it simplifies public contracting mechanisms and offers more guarantees and transparency for contractors and hired, in a type of client, in which the purchasing process is usually long and complex. In addition, it establishes for the first time energy efficiency as one of the qualitative criteria to be assessed in the contract awarding process.
