The members of the Committee on Industry, Research and Energy of the European Parliament (ITRE) approved on October 11 the report on the draft revision of the Directive on energy efficiency of buildings (EPBD) presented by Bendt Bendtsen, with 51 votes in favor, 11 against and 1 abstention. The approval of the report occurred after voting on more than 600 amendments, reports Eurovent.
For Eurovent, the main relevant elements of the revised text are:
- The threshold for inspections of security systems air-conditioning It is reduced to 12kW for buildings residential.
- The threshold for inspections of heating systems is reduced to 70 kW for residential buildings.
- Member States will require that non-residential buildings with a total primary energy consumption of more than 250 MWh per year be equipped with building automation controls (BAC) by 2023.
- Member States may require that residential buildings with technical construction systems with a cumulative effective rated power for air conditioning or ventilation of more than 12kW are equipped with BACS.
- The requirement for Member States to have long-term renewal strategies is reinforced.
- The need is mentioned for harmonize Certificates of energy performance.
- Member States are required to guarantee charging points to improve, mainly in public and commercial buildings, in one in ten parking spaces.
- There is no mention of harmonization of energy performance calculations nor the request to use the standards developed for the EPBD calculation models.
- A “Smartness Indicator” for buildings.
