To ensure that technological innovation does not compromise fundamental rights, Spain has resumed the Regulatory sandbox in AI, an initiative designed to Testing algorithms in controlled environments before commercial implementation

With the adoption of the EU AI Act on 2 August 2024, Spain joins the global trend of promoting development safe and responsible of AI, aligning itself with countries such as Switzerland, United Kingdom and Singapore, where these environments have demonstrated positive results in strategic sectors.

In the case of Spain, the regulatory sandbox in AI allows the participation of up to 12 high-risk systems, selected based on their social impact and level of innovation. Participating companies must: 

  • Submit a detailed technical report
  • Implement the regulatory requirements in a controlled environment
  • Make a self-assessment of regulatory compliance and a post-marketing monitoring

This model ensures that AI systems reaching the market are secure, reliable, and transparent, generating greater trust in society. 

Comparison with other sandboxes in Europe and the world

  • Zurich (Switzerland): Implemented an AI sandbox focused on parking management, autonomous vehicles, and education, demonstrating how this methodology can solve real-world urban problems.

  • Singapore: Implemented a test environment in the financial sector, allowing banks to evaluate the use of AI in fraud detection and automated decision-making.
